States can’t veto Delhi request for IAS officers, Modi govt proposes & sparks a row
New Delhi: Seeking to beat the critical deficiency of IAS officials in the focal government, the Narendra Modi government has proposed extreme new principles that will remove the force of states to reject New Delhi’s solicitation for officials.
The proposition has effectively ignited debate with West Bengal Chief Minister Mamata Banerjee dwelling her dissent with the focal government, and more non-BJP-managed states could follow.
In a letter to the central secretaries of all state legislatures, dated 12 January and named ‘Proposition for Amendments in IAS (Cadre) Rules, 1954’, the Department of Personnel and Training (DoPT) said an official whom the Center needs on delegation would “stand assuaged” from their separate unit, regardless of whether the state government concerned differs or doesn’t give its assent inside the predetermined time.

The letter is an expansion of a prior revision recommendation that was shipped off the states three weeks prior. In the main proposition, the Center requested that the states indicate a specific number of officials whom they would ease for focal delegation.
